Continuing from the successful delivery of Stage 1, Isaac’s were awarded Stage 2 development and expansion of Rolleston Town Centre. Stage 2 development included the creation of Christensen Parade (from Moore Street heading south), the renovation of the existing community centre car park, the creation of car park 3 to service the new development and the construction of a temporary road while future development continues.
Overview:
Stage 2 SP2 Youth Space:
Due to the successful delivery of Stage 2, Isaac’s were awarded 5000sqm of Stage 2 – SP2 development and expansion of Rolleston Town Centre. This included the construction of a skate park and playground features, including services, light poles. Early contractor involvement was established to refine new scope requirements, involving early site investigations (unrecorded services, ground and Geotech investigations) and procurement of materials.
Additional key construction tasks included:
- Realignment of contract program due to Covid-19 August 2020 lockdown restrictions
- Establishment of borrow-pit #2
- 700m of Stormwater Installation (DN150) uPVC
- 32.75m² soakpit installation with 300Ø and 450Ø manholes
- 136m 32Ø WS PE80B PN12.5 watermain
- 300m service trenching for security, power, lighting, and fibre
- 2000m2 coloured concrete
Throughout the project, Isaac construction worked together with SDC to review and alter designs to better suit the architects overall vision for the space. These changes did not result in extension of time claims.
Stage 2:

In January 2022, Isaac Construction was awarded the Separable Portion of the Youth Skate Park contract for a 5,000sqm skatepark and youth space to be completed in December 2022.
Early contractor involvement was established to redevelop and refine new scope requirements, involving early site investigations (unrecorded services, ground and Geotech investigations) and materials procurement. Additional scope of works included:
- Realignment of contract programme due to Covid-19 August 2020 lockdown restrictions
- Establishment of borrow-pit
- Screening of site won materials
- 785m DN150 sewer main installation
- 700m of stormwater installation (DN150, 225, 300, 450 and 600) concrete and uPVC
- 300m² soak pit installation with 1,800 Ø manholes
- 500m DN355 PE100 watermain
- 250m DN250 PE100 watermain
- 2,500m service trenching for security and power
- 1,400m service trenching for fibre
- 6500m² of asphaltic concrete across footpaths, roads and car parks
- 2,400m² of single-coat chipseal
- 1,630m² of two-coat chipseal
- Dig out 1,800m² carriageway at 500mm deep
- Build new pavement at 400mm thick, then chipseal
- Road marking and signage
- Traffic control, environmental management, set out of works
- Construction of lawns and landscape areas.
Due to the developer, and different aspects of the council, there were still additional changes made, driven by the client. Changes to the design surfaces and scope added, including the demolition of an existing skatepark, frequently occurred during the project. This did not result in an extension of time to the client.
Stage 1:
Located on Tennyson Street between Rolleston Drive and the northern end of Rolleston Reserve, this project set the standard for Selwyn District Council and was the first step for the new Rolleston Town Centre.
This contract included the following upgrade works along Tennyson Street and 40m into Markham Way:
- Installation of new 450/350/200mm Ø watermain
- Installation of 100mm Ø Gas main and security camera ducting for future use
- 100mm Ø Stormwater, sump, and soak pit installation
- Installation of 2 x sewer laterals and new sewer manhole installed on the existing sewer line
- Approximately 640 lineal meters of kerb and channel installation
- 2000m² of asphalt pavement, including the excavation of existing seal and placement of M4 Ap40 basecourse
- Construction of cobblestone and exposed aggregate concrete footpaths
- Construction of garden beds complete with an automated irrigation system and raised cobbled road thresholds separated by exposed concrete ramps
- Installation of new street lighting, street furniture (including bench seats and rubbish/recycling bins), street signage and line marking
In addition to the roading upgrade works on Tennyson Street and Markham Way, the Rolleston Reserve Carpark works included the following:
- Installation and commissioning of a stormwater system comprising manholes, sumps, stormwater lines and an Upflo 6 stormwater treatment system, including soak pit chamber and soak pit
- Earthworks to clear site and excavate for pavement construction works
- 525m² of exposed aggregate concrete footpaths, including 2 x raised vehicle crossings
- 2400m² of asphalt pavement construction, including AP65 subbase placement and M4 AP40 basecourse placement and several different kerb and channel profiles including nib only, kerb and channel, and v drains.
